【摘要】军，加强军事教育；在工商方面：在“恤商惠工”方针指引下，提出了“奖励工商”、“护商”、“劝工”等主张，并在铁路，工矿业，纺织业方面均有新的发展；在教育方面：广设学堂，打破了过去以培养军事人才和翻译人才为主的教育模式，对科举制度进行了改革，派遣留学生规模越来越大；在政治方面；提出“西艺非要，要政为要”的改革政治制度的主张。 战后洋务运动的深化，与维新变法产生了某种程度的共振，为其发展起到了推波助澜的作用，这主要体现在：一、战后的洋务变法思潮与维新思想具有不谋而合之处；二、洋务运动为维新变法提供了人才支持；三、一部分洋务大吏参与了维新运动，直接推动了维新变法的高涨。

【外文摘要】Abstract After the Jia wu Battel , the Yang Wu movement took on a new look , which was embodied by two facets: One is that the Yang Wu reformists began to think about and summarized the former Yang Wu movement when the various social classes criticized the movement; The other hand ,the Yang Wu Movement made another new proposes and plans after they look back their practice. With the development of Yang Wu thoughts ,the Yang Wu reformists began their new plans again , During the term, the Yang Wu movement was emobodied by four facets:On the reform of Armed Forces: to realign the Navy , to train the new force team , to strenghthen the education of the force; On the industry and business: Under the flag of “entiled business and favored industry”, the Yang Wu reformist proposed that the government should praise and encourage the business and industry, meanwhile the railway construction, the mining and the making cloth took on a new look; On the education ,in the former ,the Yang Wu movement was engaged in educating the students’ facility of force and interpreting, after the Jia Wu Battle, the Yang Wu reformist pay attention to train various specialists. the Yang Wu reformists put up all kinds of schools ,sent more and more students to study abroad; On the reform of policy: To bring forward that western technology was not most important , and western politics was the most important. After the Jia Wu Battle ,the Yang Wu movement’s development came into sympathizing with the Constitutional Reform and Modernization of 1898, the former blazed the trial for the forthaming reforms of comstitution, which was embodied by three facets: First, the thoughts of Yang Wu movement happened to have the same view with the thoughtes that the reformists of constitution brought forward ; Second ,the Yang Wu movement supplied the preson with ability for the Constitutional Reform; Third, Some Yang Wu offieials went in for the reform of constitution and drived the clamax of the reform.
