【摘要】最有效的学习西方先进科技文化的途径。然而相似的历史氛围,相似的目的,却结出了不同的果实,以至于影响了两国的现代化进程,使两国在现代化竞赛的最初阶段就产生了迥然不同的结果。本文拟从洋务运动和明治维新这两个近乎平行时期的留学政策为切入点,旨在通过对二者留学政策的对比研究和优劣分析,以期对现阶段如何更好的发展留学教育有所启发。本文共分五个部分。第一部分和第二部分对我国洋务运动时期和日本明治维新时期的留学实践进行了简单概述,呈现了中日两国近代留学教育产生的历史背景以及各个阶段的演变轨迹。第三部分对中日这两个时期的留学政策进行了比较,分析了二者的共性及个性。二者之间有很多相似之处和不同之处,即使在其相同中也有不同,很多时候是交织在一起的,没有截然分开。所以在这一部分中笔者直接在选派政策、管理政策以及任用政策三个方面对...
